At the recent press conference on system innovation in the Kunming area of China (Yunnan) Pilot Free Trade Zone, Li Xiaodong, vice president of Yunnan Overseas Investment Co., Ltd., a subsidiary of Yunnan Construction Investment Group and the investment and construction holding party of the Saiseta Comprehensive Development Zone in Vientiane, Laos, said that more than 70% of the enterprises that have settled in the development zone are Chinese-funded enterprises and that the Vientiane Saysettha Development Zone has become an important carrier for Chinese enterprises to invest in Laos.

在日前召开的中国（云南）自贸试验区昆明片区制度创新专题新闻发布会上，作为老挝万象赛色塔综合开发区的投资建设控股方，云南建投集团所属云南省海外投资有限公司副总经理李晓东表示，目前入驻该开发区的企业中，七成以上为中资企业，赛色塔综合开发区已成为中国企业投资老挝的重要载体。

中资企业占比超七成

More Than 70% of the Enterprises are Chinese-funded Enterprises

Located in Vientiane, the capital of Laos, the Vientiane Saysettha Development Zone, covering an area of 11.49 square kilometers, is the first state-level comprehensive development zone in Laos and China’s only overseas economic and trade cooperation zone in Laos, with the aim to accommodate both an industrial park and Vientiane New City. The first phase project of 4 square kilometers has been completed, basically realizing "five connections and one leveling". The Vientiane New Town Demonstration Zone has been completed, including administrative office buildings, management apartments, the business service area, the life service area, cultural and sports center and other facilities, which can provide a full range of life service support for settled enterprises. It also boasts the best infrastructure among special economic zones in Laos and was recently named a Class 1 Special Economic Zone by the Lao government.

赛色塔综合开发区项目位于老挝首都万象，占地11.49平方公里，是老挝第一个国家级综合开发区，也是中国在老挝唯一的境外经济贸易合作区，承载工业园区和万象新城的功能。目前，已完成4平方公里的一期工程，基本实现了“五通一平”。其中，万象新城示范区基本建成，包括行政办公大楼、管理人员公寓、商务服务区、生活配套服务区、文体活动中心等设施，可以为入驻企业提供全方位生活服务支持，是当前老挝基础设施最完善的经济特区。近日被老挝政府评估为1级经济特区。

In recent years, the development zone has actively responded to the Belt and Road Initiative and made every effort to attract investment. The number of settled enterprises has increased by leaps and bounds, from 39 at the end of 2017 to 107 at the beginning of 2022. Among them, 51 have been completed and started operation, and 56 are in the preliminary preparation and construction stage.

近年来，开发区积极响应“一带一路”倡议，全力开展招商工作，入驻企业数量呈现飞跃式递增，从2017年底的39家增加至2022年初的107家。其中，51家已建成投产，56家处于前期筹备和建设中。

Among the enterprises settled in the development zone, Chinese-funded enterprises accounted for 73.62%. In addition to Chinese-funded enterprises, there are also enterprises from other countries including Laos, Thailand, Japan, the United States, Malaysia, and Singapore. It accommodates enterprises involved in warehousing and logistics, the energy and chemical industry, electronic product manufacturing, biomedicine, agricultural product processing, textile processing, headquarters economy, business services, and the health and wellness industry. Settled enterprises include Laos-China Railway Co., Ltd., New Hope Group, Hongta Group, Japan HOYA Group, Laos Petrochemical Company, Lao National Oil Company, Lao Construction Engineering Quality Inspection and Testing Center, Lao Communication Technology Co., Ltd., and East India Garment Factory.

开发区入驻企业中，中资企业占比73.62%。除了中资企业，还有来自老挝、泰国、日本、美国、马来西亚、新加坡等国家和地区的企业入驻。产业涵盖仓储物流、能源化工、电子产品制造、生物医药、农产品加工、纺织品加工、总部经济、商贸服务、大健康，企业包括老中铁路有限公司、新希望集团、红塔集团、日本HOYA集团、老挝石化公司、老挝国家石油公司、老挝建设工程质量检验检测中心、老挝通信技术有限公司、东印度制衣厂等。

The Lao Petrochemical’s 3 million tons/year refining and chemical project located in the development zone is the first and only petrochemical project in Laos, completed and put into operation on November 30, 2020. The project effectively fills the gap in Laos' petrochemical industry and changes the situation of completely relying on imports for refined oil.

开发区内的老挝石化300万吨/年炼化项目，是老挝境内第一个和唯一的石油化工项目，于2020年11月30日建成投产。该项目有效填补了老挝石油化工产业方面的空白，改变其成品油全部依靠进口的状况。

According to Li Xiaodong, after all the settled enterprises are enters operation, the annual output value is expected to exceed 1.8 billion US dollars, which will create more than 10,000 local jobs. "The role of Vientiane Saysettha Development Zone as a platform accommodating overseas investment and production capacity transfer of Chinese enterprises in Laos has become more and more prominent, and it has become an important platform for Chinese enterprises to participate in the joint effort of constructing the 'China-Laos Community of Shared Future'," said Li Xiaodong.

李晓东介绍，目前入驻企业全部投产后，预计每年总产值超过18亿美元，能为当地创造超过1万个就业岗位。“赛色塔综合开发区作为承接中国企业在老挝的境外投资和产能转移平台的作用愈发凸显，已成为中国企业参与共建‘中老命运共同体’的重要平台。”李晓东说。

中老铁路带来更多机遇

China-Laos Railway Has Brought More Opportunities

This year, Yunnan Overseas Investment Co., Ltd. will start the follow-up infrastructure investment and construction of the Vientiane Saysettha Development Zone. In accordance with the development idea of "promoting urban development with industries, promoting industries with urban development, and integrating industries and urban development", it is planned to be built into a sub-center of Vientiane in 7-10 years, realizing the integration of industries and urban development between the industrial park and Vientiane New City.

今年，云南省海外投资有限公司将启动赛色塔综合开发区后续基础设施投资建设。按照“以产促城，以城带产，产城融合”的发展思路，计划通过7—10年，将其打造成为老挝首都万象的次中心，实现产业园区和万象新城的产城融合。

Enterprises are welcoming a wave of dividends for investing in the Vientiane Saysettha Development Zone.

企业到赛色塔综合开发区投资兴业正迎来一拨红利。

In terms of policy dividends of the top-level design, the Vientiane Saysettha Development Zone is the key project of the second round China-Laos Cooperation on Production Capacity and Investment. In July 2020, the governments of China and Laos signed the "Memorandum of Understanding on Cooperation in the Construction of the Vientiane Saiseta Low-Carbon Demonstration Zone". The Ministry of Ecology and Environment of China will work with Laos to formulate a low-carbon demonstration zone development scheme. The scheme is to provide support to Laos with of low carbon equipment, such as new energy passenger cars, new energy trucks, new energy environmental law enforcement vehicles and environmental monitoring equipment. It will further promote the development of the Vientiane Saiseta Low-Carbon Demonstration Zone and build an important platform for China-Laos international production capacity cooperation and harmonious green development. In Laos, according to the preferential tax policies issued by the Prime Minister’s Office of Laos, resident enterprises can enjoy preferential policies in terms of profit tax, value-added tax, use tax, deduction tax, personal income tax, dividend tax, and export tariffs.

在顶层设计的政策红利方面，赛色塔综合开发区是第二轮中老产能和投资合作重点项目。2020年7月，中老两国政府签署《关于合作建设万象赛色塔低碳示范区的谅解备忘录》，中国生态环境部将与老挝方面共同编制低碳示范区建设方案，向老挝援助新能源客车、新能源卡车、新能源环境执法车和环境监测设备等低碳环保物资，进一步推动万象赛色塔低碳示范区建设，构建中老国际产能合作、和谐绿色发展的重要平台。在老挝方面，根据老挝总理府颁发的177号令和73号令税收优惠政策，入驻企业可享受利润税、增值税、使用税、抵扣税、个人所得税、红利税、出口关税等税收方面的优惠政策。

The opening of the China-Laos Railway is undoubtedly the biggest hardware dividend at present and in the foreseeable future, and the customs service center of the China-Laos Railway is located in the Vientiane Saysettha Development Zone. The service center is a core project of the bonded logistics park forged around the opening of the China-Laos Railway. It can provide one-stop services including customs declaration, customs clearance, survey and inspection, and warehousing. It means that the goods from the development zone can be exported to China through the China-Laos Railway after completing all the customs procedures.

中老铁路的开通无疑是当下以及今后一段时期最大的硬件红利。中老铁路的海关服务中心设在赛色塔综合开发区内，服务中心是围绕中老铁路开通打造的保税物流园核心项目，可为开发区提供进出口货物报关、清关、查验、仓储等一站式服务，即开发区内的货物在这里完成海关所需的所有手续后，即可通过中老铁路出口到中国。

Li Xiaodong said that the completion of the two major projects has transformed Laos from a "land-locked country" to a "land-linked country". The opening of the China-Laos Railway and the commencement of the RCEP have brought opportunities for optimization and improvement to the Saiseta Comprehensive Development Zone, which will attract more Chinese enterprises interested in "going out" to invest in the development zone.

李晓东说，两大项目的落成使老挝从“陆锁国”变为“陆联国”，中老铁路通车以及RCEP生效为赛色塔综合开发区带来了优化提升的契机，会吸引更多有志于“走出去”的中国企业到开发区投资发展。
